Stakeholder Map

Pollica pilot. How each thing the platform produces reaches a person who can act, and the decision it can move. Read left to right it is a value story; read right to left it is a requirements list.
v0.1
The platform's whole claim is that better observation of the meadow should change what someone does. This map forces that claim to be specific: one actor and one decision per output. Where a chain cannot be filled in, that output is decoration, and the honest state of most chains today is a green data path with a red relationship.
Actor lanes
Output → Actor → Decision
Readiness ready partial / building aspirational Each chain flags Data (is the output trustworthy?) and Relationship (does the human path exist yet?).

Where this map stops

Filling in the chains is the easy ten percent. Each one assumes an actor who is already reached, already trusts the data, and is already willing to act. Getting a fisher to accept a no-anchor zone, a municipality to move a budget, volunteers to show up on a Saturday: that is outreach, trust, scheduling, and training, and none of it is a data problem. The Relationship pip is red wherever that human work is still ahead of us. A clean diagram that implies the hard part is done would be the wrong picture.
