The People’s Posidonia

Shaping demand to develop the blue economy.

The solutions are on a shelf. What is missing is the pride that gives them teeth.

01 The demand

Science has the answers. Nobody is asking for them.

We built a vision for the Cilento coast with students and partners. The stakes are not in doubt. The demand is.

Growing the pride is the intervention. WHY DEMANDMany of the solutions science and institutions put forward sit on a shelf or lack teeth. A regulation nobody wants is not enforced, and a meadow nobody loves is not defended. Demand is what turns a protection rule into a thing a town actually does.

02 A day in the life

A day’s fishing nets €30, and records nothing

Nets coiled in the tub before dawn
Still dark, nets in

Out by three. Forty minutes to the grounds. BLUERA students sometimes join him.

Forty years of the coast

Every meadow, and where it thins. Where boats anchor too. Forty years of it, none written down.

Morning, nets out

The knowledge goes home. The catch goes to a broker for €30 of profit after operating costs. The fish are disappearing, and Posidonia is only one factor. This is why stewardship has to pay before it can be asked for.

Turning an informal network into a formal one

04 From extraction to stewardship

Four screens, and the boat works as it always did

The pairing is the interface. The fisherman brings the boat and forty years; the student brings the phone.

05 The ask

Three things have to be true

Then a one-year pilot, before the Cup. AC38Naples, July 2027, bringing around 10,000 boats to the region. A hard external date, and the anchoring pressure that comes with it.

06 Feasible · data for impact

Scientists here are short of coverage, not expertise

Dive days, the scarce resource
  • Where to dive next. Broad, frequent, shallow coverage from the fleet shows a research team where the meadow is changing, so limited dive days go where it matters. The fleet extends their reach; it does not replace them.
  • Provenance-grade records. Every point carries a vessel, a route, a timestamp and a named operator: the audit trail a verifier asks for, and what satellite extrapolation cannot produce. Side-scan sonar, temperature, GPS and photogrammetry.
  • Continuous verification, not a periodic survey. The fleet that builds the baseline refreshes it permanently at marginal cost, so verification becomes a standing local function instead of a recurring shock to a project budget.

The same loop works over mangroves. TAHIRY HONKOThe community-led version is proven at scale in Madagascar: over 1,200 hectares under Plan Vivo, community-monitored, twenty-year credit revenue to the villages. It has never been built in the Mediterranean.

07 Viable · funding mechanisms

Who pays for what, and when it switches on

Funding builds the network. Revenue runs it.

PoCPilotScale
Grants Buys the network into existence: kit, coordinator, methodology. ●●◐
Education fees BLUERA and visiting programmes. Already flowing today. ◐●●
Visitors Guided Posidonia trips with student guides. Seasonal but real. ○◐●
Moorings Installed moorings replace anchoring and can carry a charge. ○◐●
Tourism levy A municipal decision, not ours to pull. Largest potential, and the least in our control, which is why it is never load-bearing here. ○○◐
Credit share Returns to the fleet that produces the evidence. The Tahiry Honko structure. ○○●

● carries it · ◐ partly · ○ not yet. Nothing on the right is guaranteed. OUR MODELThe claim is a sequence, not a return: grant money is capital expenditure on a network, and earned revenue is what runs it. Our ten-year model puts the grant need at €2.0M of €5.6M, so it is a ratio rather than a forecast, and we will share the workings.

08 Desirable · into people’s hands

A nonna is not going to open a laptop

Data becomes understanding only where a person stands next to it.

Students with a screen at the school
BLUERA schools The students who capture the data are the ones who explain it. The schools become the interpretive centres.
The Castello at Pollica
The towns A permanent public view at the Castello in Pollica, the Living Museum of the Mediterranean Diet in Pioppi, or the BLUERA site in Acciaroli.
The Viviamo Cilento festival on the waterfront
The festival Viviamo Cilento: the map as an interactive piece alongside a film, artists and activities. People find their own bay and ask what changed. The students also made a documentary linking the meadow to heritage and the Mediterranean diet.
Fishermen and families at the dock
The fleet The fishermen and families see what it added up to. That is what keeps a fleet turning up.

Somebody has to run this. THE COORDINATORRoutes set, boats coordinated, returns reviewed, the public side kept alive. A paid local coordinator is the first line of the proof-of-concept budget rather than an overhead on it. Without one this is volunteer scheduling and it produces nothing anyone can cite.
