How this is measured
A GDR Proxy index (low fidelity) reading on fixed proxy goalposts. Every number here is a proxy, so a unit score is a reading of that unit and never a component of a national score.
Each indicator is scaled between fixed proxy goalposts, then aggregated: geometric mean within a pillar over the indicators present, and geometric mean across the three pillars, which departs from the paper's product because the product put a basin's median under 1 of 100. The goalposts are proxy bars for subnational units, never the paper's national goalposts. The relative scale ranks units inside this project only.
